ALTOONA, Pa. -- Here's why it's hard to take recruiting commitments as 100 percent guaranteed, even when the player himself has said he is 107 percent locked in to Penn State.

This is what 3-star offensive lineman Joshua Miller (6-5, 320) from Life Christian Academy in Virginia tweeted back in late February:

That "107 percent" thing has become popular among Penn State recruits over the past year once they have decided to shut down their recruitment. But in reality, is recruiting ever truly 100 percent shut down for any top prospect?

In Miller's case, apparently not. Because on Monday, he decided to flip his commitment to Georgia. He had originally committed to Penn State on Dec. 20, and Georgia didn't offer him until May 9, according to 247Sports.

"I want to thank Penn State and the fans for taking a chance on me, supporting me, and loving me," Miller wrote. "This wasn't an easy decision to make. However, after sitting down with family, other role models, and listening to my heart... I want to take my recruitment to another level. With that being said, I am flipping my commitment to the University of Georgia."

Of course, high school kids can always change their mind when it comes to where they want to go to college, and the same holds true for top football prospects. There is, however, the inevitable question of what exactly went on behind the scenes after a young man takes the step to announce he is 107 percent locked in to one school, then decides to flip.

Miller also had an offer from Pitt, along with Clemson, West Virginia, Texas A&M and a host of other big-name programs.

LIONS LAND WR

Penn State picked up a commitment Sunday from 3-star wide receiver Yazeed Haynes (6-1, 170) from North Penn High School. He's rated as the No. 16 prospect in Pennsylvania by 247Sports.

Haynes became the 12th commitment in Penn State's class of 2023, which ranks No. 5 in the nation.

The Nittany Lions landed the No. 1 recruit in Pennsylvania, offensive tackle J'ven WIlliams from Wyomissing High School. They missed out on PA's No. 2 prospect, wide receiver Rodney Gallagher from Uniontown, who committed to West Virginia.

Penn State is considered the leader for the state's No. 3 prospect, edge rusher Ta'Mere Robinson from Brashear High School, and the Lions have a commitment from No. 6 Jameial Lyons, an edge rusher from Roman Catholic High School.

Here's a look at rankings of all the top-rated players in Pennsylvania.
